A decree about court martial legal proceedings and particular actions of troops
Wehrmacht representatives and civilians. Criminal case trying. Outrage against locals.
1. There will be no prosecution for actions against enemy civilians, committed by Wehrmacht military men or civilians, even in case of a crime or misdemeanour.
3. It's the the judge who decides if there should be any disciplinary punishment or a trial in court for offences of locals. The judge prosecutes only those who violate the army regulations and its discipline or if there is a threat to the safety of the troops.
